Bug Description
ISO#287
Scenario:
1. Deploy cluster with two computes and three controllers
2. Migrate fuel master to compute node
3. Reboot compute with fuel-master via reboot command
4. Wait till compute and fuel-master come up
Fuel-master doesn't get up, VM is offline
