Album art should be retrieved locally first when available

Bug Description
My music library consist of folders; each album is in its own folder, and in each folder there is a `cover.jpg` file with the album art.
It looks like the album art are fetches from the Internet (last.fm?), which is:
- slow: I have 47 GB of music, it takes forever to fetch data for all of these!
- not reliable: I have a lot of rare Jazz albums and often there are no album art available online, so I end up with an empty cover although I have a good album cover available locally...
Could it be possible to follow this logic?
1. Check for local file for the given album (folder.jpg, cover.jpg, etc.)
2. If not, check if the music file contains album art
3. If not, try to retrieve the album art from online sources

I would love to see this functionality as well, however this is a problem upstream to us, also this particular bug has already been reported and is a duplicate of bug 1372000, so it is being marked as such.
