Plank container animation, when moving the icons could be better

Bug Description
For now, if you move the icon from the edgesof the Plank away, Planks' size automatically shrinks (like the selected icon wasn't there).
There should be a way for Plank to know, if it looks like the icon is being removed or just moved.
If the icon leaves the actual area of the dock, shrink the dock.
If the icon is moved (doesn't actually leave the area of the dock), then don't shrink the width of the plank.
