Cannot change user language (back) to Polish

Bug Description

I've installed Ubuntu Gnome in Polish. Everything was working fine in Polish.
When I was setting user icon in Settings -> Users I've noticed that my language was set English (United States). I've switch it back to Polish but after next login all my desktop was set to English and offered me changing home subdirectory names from Polish to English.

Switching to English (United Kingdom) worked without a problem though.
