Bug Description
On a scaled setup it was observed that on startup of schema transformer there were quite a lot of 'vm not found for interface ...' and reads of service-template and service-instance in R2.20.
As a low-risk for the benefits following can be done to alleviate the situation:
1. read all the virtual machines in re-init so later path of syncing from ifmap already has a local copy
2. cache the service-mode information for avoiding repeated accesses to svc-template and svc-instance
