implement a tempest plugin for trove to improve gate performance

In a conversation on IRC (08-28) (at or about http://eavesdrop.openstack.org/irclogs/%23openstack-qa/%23openstack-qa.2015-08-28.log.html#t2015-08-28T18:57:04) it was suggested that trove should look to implement a tempest plugin as a way to improve or gate/check scheduling.

I'm not sure about all the details but this is a note to myself to get this on the list for M.
