We should propagate generated SSL certificates into nailgun container

We are collecting OpenStack workloads stats through nova, cinder, keystone api. For proper verification of SSL connection we should have access to the SSL certificates inside the nailugn container.
Thus directory /var/lib/fuel/keys/ should be available in the nailgun container.
