Swift containers should also copy in ring builder files

Bug Description

Currently we're only copying in the final gz ring files, it seems it would be a good idea to have the builder files copied over also.

Makes more sense to wait till https://blueprints.launchpad.net/kolla/+spec/replace-config-external is merged as this will require a ton of modifications to config-external.sh
