The correct one is "https://github.com/openstack/openstack-manuals/blob/master/doc/install-guide/source/neutron-initial-networks.rst"

4.) Add link for plugin samples in "https://github.com/openstack/murano/blob/master/rally-jobs/README.rst" which is useful
