[Horizon] On a Juno setup, Admin>Instances list threw 'Error: Unable to connect to Neutron'

Bug Description
R2.20 Build 91 Ubuntu 14.04 Juno multi-node setup
On this multinode setup with 60 VMs with 32 interfaces each, on logging into horizon and viewing Admin > Instances throws this error
"Error: Unable to connect to Neutron"
There were no matching error logs in /var/log/

Tried on quite a few systems and could'nt repro the issue.
Still the issue would be in nova, wherein this message is given by nova when it is unable to connect to neutron.
