Bug Description
StateSaver is meant to be a mechanism to restore the state of an app when it has been previously killed by the OOM killer. This helps the user maintain context in the case of switching back to an app that was killed without user intervention.
However, if an app is quit gracefully, like swiping away to close in the shell, the state should not be restored. The user should be presented with a default view of the application. For example, if previously quit by the user the gallery shouldn't be started in the view photo view, but instead in the events view. Currently this is broken, it will start in whatever view it was last in before the user intentionally quit the app.
