Some repositories aren't replaced with local mirrors

Bug Description

Build: 257
https://product-ci.infra.mirantis.net/view/7.0_swarm/job/7.0.system_test.ubuntu.thread_2/77/console

Scenario:
            1. Bootstrap 5 slave nodes
            2. Run 'fuel-createmirror' to replace default repositories
               with local mirrors
            3. Create cluster with many components to check as many
               packages in local mirrors have correct dependences
            4. Deploy cluster

Expected result:
 All repositories are replaced with local mirrors.

Actual result:
Only Auxiliary and mos repos were replaced.

The ISO #257 does not contain the fuel-createmirror package with the fix to the following bug: https://bugs.launchpad.net/fuel/+bug/1476857

Please test the fresh ISO and check if the bug exists.

I think this bug should be medium, as there is an easy workaround - just change the repository addresses in nailgun settings. Changing to medium and moving to 8.0.
