Bug Description

When the storage engines were split and sqlalchemy removed from the data plane, the tests were renamed to a backup file to make the changes pass. We need to bring the tests back.

    Restore sqlalchemy unit tests

    Bring back the sqlalchemy unittests and fix all the bugs required to
    make the tests pass.
