Bug Description
when not have any instances, executing
$ tools/cleanup-
docker: "rm" requires a minimum of 1 argument.
See 'docker rm --help'.
Usage: docker rm [OPTIONS] CONTAINER [CONTAINER...]
Remove one or more containers
It is not clear to users, it is because no images or containers
