Thanks for reporting this bug. I can't reproduce this on a vivid machine, enabling vivid-proposed.

Can you show exactly what command you used?

Were you running systemd as init before this happened?

What do

sudo systemctl status libvirt-bin.service
and
sudo journalctl -xe

show?

I cannot reproduce this. Looking at the dpkg-history file it looks like libvirt0 (-updates version) had been purged the day before the -proposed version was installed, but doing that same set of steps I can't reproduce this.

So I will remove the verification-failed tag from 1486296
