Re-work fuel-createmirror spec

Currently fuel-createmirror is installed into /opt and then links are created in /etc and /usr/bin which is a way to sloppy.

So, it looks like fuel-createmirror works fine now, moved to Fix Released.

Please change the status to Confirmed if the issue will be reproduced.
