Remove Mirantis Style Guide from the fuel-docs repository

The TechPubs team is developing a style guide for upstream. This Style Guide will be used for both Mirantis and upstream documentation.
Therefore, the Mirantis Style Guide must be removed from the web-site and repository.

The "Creating documentation for Fuel Plugins" section should enter SDK https://wiki.openstack.org/wiki/Fuel/Plugins#Creating_documentation_for_Fuel_Plugins

It also requires some polishing and linking to sample User Guides (link to them from fuel-infra catalog).
