Path of the links need to be updated

In "https://github.com/openstack/ceilometer/blob/master/doc/source/install/mod_wsgi.rst" the link for pecan deployment is given as "http://pecan.readthedocs.org/en/latest/deployment.html#deployment". But there is no deployment in that page.

In "https://github.com/openstack/ceilometer/blob/master/doc/source/measurements.rst", the link for measurements is given as
"http://docs.openstack.org/admin-guide-cloud/index.html", the correct one is "http://docs.openstack.org/admin-guide-cloud/telemetry-measurements.html"
