Uncapped *requirements.txt in stable/juno

openstack/oslo.i18n has a change proposed to update *requirements.txt (https://review.openstack.org/#/c/206714) and it's failing here:

I believe this can be fixed by:
1) creating a stable/juno branch for at 1.3.0
2) applying the attached patch
3) Realising that as 1.3.1

I can't see how to upload this change to gerrit without the branch existing.

Based on my local testing this allows the py27 tests to pass for oslo.i18n
