[dashboard] django.contrib.formtools import error with django 1.8

Horizon Kilo version works with Django 1.8. If you install murano-dashboard in an existing Horizon instance with Django 1.8, httpd daemon will raise errors:

ImportError: No module named formtools.wizard

This import error is raised from package and catalog views.

This issue is related to https://docs.djangoproject.com/en/1.8/ref/contrib/formtools/

The bug solution should be backwards compatible with django 1.7.
