Bug Description

LVM tools don't work inside a container with udev integration. This fortunately can be disabled in configuration files. Reference:

    Make cinder work by removing udev+lvm integration

    Turn off udev integration in the lvm.conf file in the Cinder
    container so logical volumes can be created.

    Fix udev cinder issue

    /run/udev contains the udev information needed for the lvm tools
    /run and /dev must be bound in for this to work properly
