Bug Description

$ sudo restart smbd
restart: Unable to connect to Upstart: Failed to connect to socket /com/ubuntu/upstart: Connection refused

Happens after upgrading Ubuntu from 14.10 to 15.04 and also causes nmbd unable to start via cron.

Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
