Cinder has a default non-intuitive volume group name

Bug Description

The volume group wasn't being set because of some weird interaction with bug #1487799. As a result, the group name that should exist on the system was something completely non-intuitive: stack-volumes-lvmdriver-1

Rename it to cinder-volumes.

    Use cinder-volumes as name of LVM VG

    Use cinder-volumes as name of LVM volume group expected on the host
    instead of the nonsense that was there before.
