Allow Horizon to be configured with external SSL termination

Bug Description

Currently, deploying horizon can happen in two possible ways
- have osad generate an SSL cert
- supply an existing certificate
Both options implement the SSL certificate locally, on Apache.

We'd need at least an extra option, to have the SSL termination happening on an external device, for example an external LoadBalancer.
