SNMP polling timeout in UI incorrect

Bug Description

When configuring SNMP polling timeout via UI for physical devices, the UI says to enter value in seconds. System expects value to be delivered in msec. It seems the conversion to msec is not happening and the value is delivered to the config node as 5 msec. This is causing snmp to fail. Leaving field blank takes the default value (not sure what that is) and things seem to work ok.

netsnmp expects the Timeout in microsec, hence converting sec to usec before
passing to netsnmp
