Bug Description

Mako OTA 5 rev 22 (Nexus 4)

Steps to reproduce:
- Turn off "Parameters/Security and privacy/diagnostic reports"
- reboot the phone
- "Parameters/Security and privacy/diagnostic reports" is on

Expected behaviour:
- "Parameters/Security and privacy/diagnostic reports" should be identical after and before reboot, as the other parameters of the phone

No need to reboot the phone, it suffices to wait for the phone to suspend
