Remove _40_router.py.example

Given the "Router" dashboard has been moved out of master and into the horizon-cisco-ui Repo, the _40_router.py.example file is no longer necessary in master. Deleting this file.

    Remove _40_router.py.example file

    The openstack_dashboard/local/enabled path uses the example
    for enabling/disabling the router dashboard.
    Given the "router" dashboard is no longer present in master,
    it makes sense to rename this example to an existing dashboard.
