Bug Description

A heuristic to compute EndOfRib from the IFMapServer was implemented via
bug 1446869. The output of contrail-status should not show control node
as active if the EndOfRib has not been computed.

Report status as non-functional if IFMap EndofRIB is not computed

Following changes are implemented:

- Rearrange code in main.cc such that ControlNodeGetProcessStateCb
has a pointer to IFMapManager
- Split IFMapManager's discovery initialization from constructor
