Remove mysql-server from base

Reason: This issue is fixed for ubuntu, but i am not in a position to test Centos. I suspect its likely the cause of all the chown nonsense

note on centos7 "mariadb" is the client tool. mariadb-server is the MySQL server package. I have however removed mariadb since we no longer ned the client package. This is not the cause of the chown issues, as mariadb does not actually install a mysql server.

    Remove maridb client from base image

    Sam thinks this is the cause of the permissions issue. Whether it
    is or not, it is not necessary in the base image. Sam suggested
    using the same libraries throughout the deployment related to
    mysql - seems to make sense to me.
