Bug Description
In patch set 3 of this review (use toggle ci button to see individual gate jobs):

nova-base failed to build in the centos-source job.
The reason it failed to build is here:

This implies ceilometer is in some way responsible for bridge-utils failing to yum install, when in fact it was the nova-base container.
It would be nice if the error outputs matched the container build output.
