Bug Description
policy.json is not correctly configured, as per specification it should:
* not allow tenants to create policies or rules by default.
* allow tenants to attach ports or networks to shared policies.
please note that policy access is controlled by business logic: http://
to guarantee network/port attachment permissions are properly checked.
