Put openstack.yaml into a separate package

We need this file to be available in a separate package because upgrade script needs some information from this file.
fuel-upgrade package is to depend on this package.

This bug is related to this one https://bugs.launchpad.net/fuel/+bug/1486928. We need to have a single data source where default repositories will be defined. Openstack.yaml can be used as such data source.

Why 7.0 again? We have a fuel upgrade tarball, and openstack.yaml is located in here. I'm completely against any changes in fuel upgrade, packaging here and something like that only because we have tech-debts and it would be nice to have. 7.0 is pretty close.

Since this bug 1486928 is Invalid, and this bug at all is feature rather bug - move it to 8.0. Any attempt to package openstack.yaml will require changes in different parts of Fuel which may lead to bugs.
