Zabbix server with additional VIP is not trackable by Zabbix web

Bug Description
Env: 7.0 with zabbix plugin,
For some reason zabbix-web tells that zabbix-server is not started:
But it is started and listen:
tcp 0 0 0.0.0.0:10050 0.0.0.0:* LISTEN 875/zabbix_agentd
tcp 0 0 10.109.2.3:10051 0.0.0.0:* LISTEN 28839/zabbix_server
Also env has two strange zabbix vip resources:
root@node-1:~# crm resource show | grep zabbix
vip__zabbix_
