Lots of options in config sample missing

The current development state doesn't include most of the config options (i.e. the options for neutron, cinder, nova, ...) when generating the sample config with "tox -egenconfig".
Problem is a missing import in manila/opts.py

    Fix sample config file generation

    There's a import missing and oslo-config-generator expects
    "oslo.config.opts" as namespace to search for configuration options.
