Make the maximum and minimum zoom sizes for icon view gconf keys.

The system thumbnailer will not produce thumbnails larger than 256px and Files currently only uses normal size ones up to 128px. So while svg icons will scale to any size without loss of clarity, thumbnails and other icons start to blur if their size is forced above their natural resolution (which Files is capable of doing but it is currently turned off).

I have done some experiments and it is not too hard to get Files to show large thumbnails up to 256px is that large enough? Much larger and you might as well use a photo viewer.

It is questionable whether the UX team will sanction having Files scale icons and thumbnails above their natural size though.

It is not possible (at least without major changes) to have an arbitrary upper limit to icon size as a dconf key - the upper size has to be hard-coded at the moment (although it can be made arbitrarily high subject to the resolution limitations noted above) so all a key could do would be to limit the maximum size below the hard-coded limit.
