Bug Description

Using gnocchi from source creates /etc/gnocchi/gnocchi and can't find the config file.
The config file gets place in /etc/gnocchi/gnocchi/gnocchi.conf and is never recognized by the service.

    Gnocchi install from source incorrectly places config

    The gnocchi base Dockerfile is placing gnocchi.conf in
    /etc/gnocchi/gnocchi/gnocchi.conf. It should be in
    /etc/gnocchi/gnocchi.conf.
