Using designate from source creates /etc/designate/designate and can't find the config file.
The config file gets place in /etc/designate/designate/designate.conf and is never recognized by the service.

    Designate install from source incorrectly places config

    The designate base Dockerfile is placing designate.conf in
    /etc/designate/designate/designate.conf. It should be in
    /etc/designate/designate.conf.
