Bug Description

Using barbican from source creates /etc/barbican and can't find the config file.
The config file gets place in /etc/barbican/barbican/barbican.conf and is never recognized by the service.

    Barbican install from source incorrectly places config

    The barbican base Dockerfile is placing barbican.conf in
    /etc/barbican/barbican/barbican.conf. It should be in
    /etc/barbican/barbican.conf.
