Bug Description

Using cinder from source creates /etc/cinder/cinder and can't find the config file.
The config file gets place in /etc/cinder/cinder/cinder.conf and is never recognized by the service.

    Cinder install from source incorrectly places config

    The cinder base Dockerfile is placing cinder.conf in
    /etc/cinder/cinder/cinder.conf. It should be in /etc/cinder/cinder.conf.
