Bug Description

Using heat from source creates /etc/heat/heat and can't find the config file.
The config file gets place in /etc/heat/heat/heat.conf and is never recognized by the service.

    Fix heat configuration.

    This was copying the files into /etc/heat/heat (there's a heat/ dir
    in etc/ that was copied). This fixes it.
