bottom gnome panel doesn't show automatically

Bug Description

Binary package hint: gnome-panel

[the package could be gnome-panel, but I'm not sure]

When logging in to GNOME in Gutsy, the bottom gnome panel is not showing unless I click once somewhere on the desktop, then it pops up like it was already loaded but just hidden.

I have "Extra" desktop effects enabled so it could have something to do with that. Other than that I have a fairly standard Gutsy desktop with not so many non-"ubuntu-desktop" packages.
