Bug Description

Now that devel-proposed is enabled again, new images are getting stuck on the manufacturer screen after flashing on both shipping devices. I can provide additional information if needed.

On channel ubuntu-touch/devel-proposed/meizu.en on arale, I got failures on images 81 and 82.

On channel ubuntu-touch/devel-proposed/krillin.en on krillin, I got failures on 166 and 167.

I'm working to recreate on mako.
