Bug Description
If we increase the .durable quorum from 2 to "parity + 1" we can guarantee that we'll never failure to rebuild an object because of a missing durable. If we have more durables than parity - the only way we'd ever *not* have at least one durable is if we've lost more than the minimum number of fragments required to rebuild the object. So if we've lost "parity + 1" durables - we can't rebuild the object *anyway* - so it's not the durables fault. Anything less could result in an object that *is* rebuildable (has enough fragments) but we can't/won't rebuild it because we have no durable marker.
