Language pack export code should use always the start time to refer to that export

Bug Description
When we export a new language pack, we include a timestamp.txt file inside the tarball so we know the time when it was generated. It's used as part of the package version in Ubuntu. The problem is that when the export is long, it could finish the day after it started and, that timestamp, incorrectly stores the date of the day when it finish. Instead, it should note the day when the export started.
