help message for bulk floating ip sub commands is very confusing

Bug Description
The floating-ip-bulk-* commands are used for nova-network, but the help message doesn't tell this information. People may be confused if they are using neutron but still try to use floating-ip-bulk-* commands.
E.g. https:/
We should make it clear in help message that those commands are used for nova-network.

I assume that these changes have to be done in the "python-novaclient" project and that there is no change needed in Nova. If you think this is true, please
* remove "Nova" as affected project
* assign yourself in "Assigned to"
* and set the status to "In Progress"
