Bug Description

new launch instance doesn't handle unlimited quota and prevents launch

A "-1" setting in quota is the shortcut for unlimited quota.
The old launch instance button properly handles unlimited quota (whether it be for instances, networks, memory, what have you.)

The new Horizon launch instance button brings up a <!> error and won't let you launch anything as it interprets this as quota exceeded.
