Bug Description
Without prior knowledge of the config augmentation mechanism, it can be quite confusing to a passer by what this directory of empty files is for.
Adding either a short comment in each (make sure it gets ignored as part of the merge process), or a README marker file in this directory would save a lot of confusion.
