Network configuration API doesn't pass the download/upload test

With the fix for CLI from https://bugs.launchpad.net/fuel/+bug/1483211 we get:

[root@nailgun ~]# fuel network --env 1 --download

False alarm, I used the broken yaml file from https://bugs.launchpad.net/fuel/+bug/1482399.
