keepalived is looking up the wrong group information

Bug Description

Currently keepalived is looking up the iformation about the 'rabbitmq' group rather than the 'haproxy' group as it should be. This will break installs where rabbitmq and haproxy do not reside on the same nodes.

    Fixes group name for keepalived.conf

    Also included is removing the executable bit on haproxy.cfg.j2 as it
    should not have those permissions in the repo. It has no affect on the
    templating process.
