Bug Description

Configs related to Cinder are now located in the [cinder] section.

We should update our manifests to reflect this new reality.

DEFAULT/os_region_name is now cinder/os_region_name

Other configs of interest which we do not support yet:
DEFAULT/cinder_catalog_info is now cinder/catalog_info
DEFAULT/cinder_endpoint_template is now cinder/endpoint_template
DEFAULT/cinder_cross_az_attach is now cinder/cross_az_attach
